The Annual Conference of the Lutheran Mission New Guinea in early 1960 resolved that, "the combined Teacher Training College be built on the Malahang Property",

place to train teachers in the English language.
As a result of this descision, the college was built with agrant of $400,000.00 given by the Evangelisthezentralstelle fur Entwicklungshfle Bon, (Central Protestant Agency for Overseas
Development), and stands on the ground owned by the EVangelical Lutheran Church of Papua New Guinea.
While the construction work was going on, the EVangelical Lutheran Church invited sister churches - the Gutnius Lutheran in Wabag and the Siassi Menyamya Group to have Balob as their teacher
training institution. They accepted the invitation and contributed human resources for the initial enrollment in 1965. Ninety-nine(99) were enrolled with eight(8) academic staff and the pioneer
Principal was Mr. Frederick Stolz.

The college logo and its symbols play an important role in promoting the college's unique values, Lutheran and Christian fouding identity and philosophy.
The logo consists of three distinct symbols. The cross, the young fern, both of which are encircle by a shield.
• Cross depicting Christ Jesus being the centre of all college functions, programs, and existance.
• Below the right arm of the cross is the young fern shoot. Local Yabim language for fern is 'Balob', from where the college gets its name. Being young, it also symbolises developing and nurturing young christian teachers into professional, christian, committed and competent teachers ready for service for Christ through teaching.
• The Shield encircles the Cross and the fern, depicting the shield of faith, the professing of the christian faith, that salvation of man through the crucifixion and ressurection of Christ.
• The college motto is found on the left side of the cross.
